摘要

随着我国人口老龄化进程加速,老年群体用药安全问题日益凸显,传统药品说明书字迹细小、专业术语繁杂,造成老年人“看不清、读不懂”的普遍困扰。为响应国家药品说明书适老化及无障碍改革试点政策,江西省药品监督管理局探索构建电子药品说明书适老化管理系统。本研究基于江西省试点实践,系统阐述了该管理系统的设计理念、技术架构与核心功能。系统采用“四层三端一云”架构,集成企业端备案管理、监管端智能审核和用户端便民服务功能,运用OCR识别、AI语音合成、DeepSeek-R1大模型等先进技术,实现说明书内容智能校验、语音播报和无障碍查询。试点运行成果显示,29家药品上市许可持有人的132个品种参与改革,系统生成294个电子说明书二维码,有效解决了老年人获取用药信息的障碍。研究总结提炼出“政策牵引+技术支撑+分工协作”的可复制模式,验证了数字化手段在药品监管改革中的应用价值,为全国推广药品说明书适老化改革提供了实践范例和技术路径。

Abstract

With the accelerating aging process of China′s population, medication safety issues among the elderly have become increasingly prominent. Traditional drug package inserts with small fonts and complex medical terminology create widespread difficulties for elderly patients who “cannot see clearly and cannot understand” the information. In response to the national pilot policy for age-friendly and barrier-free reform of drug package inserts, Jiangxi Medical Products Administration took the lead in exploring the construction of an intelligent management system for electronic age-friendly drug package inserts. Based on the pilot practice in Jiangxi Province, this study systematically expounds the design concept, technical architecture, and core functions of the management system. The system adopts a “four-layer, three-terminal, one-cloud” architecture, integrating enterprise-side filing management, regulatory-side intelligent review, and user-side convenient service functions. It employs advanced technologies such as OCR recognition, AI voice synthesis, and the DeepSeek-R1 large model to achieve intelligent verification of insert content, voice broadcasting, and barrier-free inquiry services. The pilot operation results show that 132 varieties from 29 marketing authorization holders participated in the reform, with the system generating 294 electronic drug insert QR codes, effectively addressing barriers for elderly people in accessing medication information. The study summarizes and refines a replicable model of “policy guidance+technical support+collaborative division of labor”, validating the application value of digital means in pharmaceutical regulatory reform and providing practical examples and technical pathways for the nationwide promotion of age-friendly drug package insert reform.
