Abstract: As comrolled substances widely used in clinical practice， the improper use of Class Ⅱ psychotropic drugs poses significant risks of addiction and potential for abuse. Although China has established a regulatory system for narcotic drugs and psychotropic drugs， there remains a gap in refined management mechanisms specifically targeting Class Ⅱ psychotropic drugs. To standardize the refined， standardized， and homogeneous management of Class Ⅱ psychotropic drugs for the medical institutions in Yunnan province， the editorial team， on the basis of systematically organizing preliminary research data and integrating clinical practical experience， conducted multiple rounds of expert consultation and argumentation using the Delphi method. Focusing on the quality control points of key links in the management of Class Ⅱ psychotropic drugs， the main content encompasses three aspects： the management organizational structure for the use of Class Ⅱ psychotropic drugs in medical institutions， the training and authorization mechanisms for relevant personnel， and the standardized management of key processes (such as prescription issuance， dispensing， storage， and administration). Ultimately， the Expert Consensus on Key Aspects of Quality Control Management for Category Ⅱ Psychotropic Drugs in Yunnan Province Medical Institutions was formulated. The innovation of this consensus lies in the first establishment of a provincial-level quality control indicator system for key links in the management of Class Ⅱ psychotropic drugs in medical institutions， aiming to provide scientific guidance for the homogenization and standardization of the use and management of Class Ⅱ psychotropic drugs in medical institutions in Yunnan provincial.
