国外典型药物警戒数据库研究及经验借鉴

摘要: 目的:介绍国外典型的药物警戒数据库,比较美国FAERS数据库、日本JADER数据库和欧盟EudraVigilance数据库在数据来源、数据元素、数据获取、数据库隐私保护和利用五个方面的不同,为完善我国药物警戒数据库建设提供建议。方法:采用文献研究法和比较研究法,系统对比分析各典型药物警戒数据库。结果:经对比后发现,从数据来源角度,FAERS和JADER均提供了公众在线呈报ADR的途径;从数据元素角度,三大数据库数据元素各具特色,如FAERS提供是否通知制药企业选项等;从数据获取角度,三大数据库均为公众提供了直接访问数据库的部分权限;从隐私保护角度,三大数据库均制定了隐私保护措施,如JADER的个人信息匿名化等;从数据库利用角度,公众和监管部门对各数据库利用方式较为相似。结论:建议我国应加快扩展数据来源、制定特色化数据元素、重视开拓数据获取的新途径,加强数据库隐私保护并创新数据库利用方式,从而使我国药物警戒数据库得到进一步改进和完善。

Abstract: Objective: To introduce typical foreign pharmacovigilance databases, compare the four aspects of data sources, data elements, data collection, database privacy protection and utilization of FAERS database in the United States, JADER database in Japan and EudraVigilance database in EU, and provide suggestions for improving the construction of pharmacovigilance database in our country. Methods: The literature research method and comparative research method were used to systematically compare and analyze the typical pharmacovigilance databases. Results: After comparison, it is found that from the perspective of data sources, both FAERS and JADER provide a way for the public to submit ADRs online; from the perspective of data elements, the three major database data elements have their own characteristics, such as whether FAERS provides options for notifying pharmaceutical companies, etc. From the perspective of data acquisition, the three major databases provide the public with partial access to the database. From the perspective of privacy protection, the three major databases have formulated privacy protection measures, such as JADER′s personal information anonymization. And from the perspective of database utilization, the use of various databases is similar for the public and regulatory authorities. Conclusion: It is recommended that my country should speed up the expansion of data sources, develop distinctive data elements, pay attention to exploring new ways of data acquisition, strengthen database privacy protection and innovate database utilization methods, so that my country′s pharmacovigilance database can be further improved and perfected.
